NEW: At last, a finish date for Hypoluxo, Woolbright I-95 interchanges

The Interstate 95 interchange construction at Woolbright and Hypoluxo roads should be complete in the spring, state transportation officials said.

They were originally expected to be finished in summer 2017.

The Florida Department of Transportation has assessed more than $600,000 in fines against the company — Community Asphalt Corp. — and has held nearly $1 million in payments, said FDOT spokeswoman Andrea Pacini.

Because the company is outside the allowable contract time, its Contractor’s Past Performance Rating is being penalized. A low CPPR score can affect the company’s ability to win future FDOT work, Pacini said.

The good news: The remaining majority of the work and all lane closures are done at night, Pacini said.

Work at Hypoluxo and Woolbright is part of a $32.5 million project that will also improve the interchanges at 10th Avenue North and Donald Ross Road in Palm Beach County and from Hillsboro Boulevard to Southwest 10th Street in Broward County. All are expected to finish by this spring.

Under construction since 2015, work at Hypoluxo is expected to be finished by March. Woolbright, under construction since February 2016, is expected to be complete by April. But Pacini says that with a warning: Weather and other unforeseen issues could always delay it again. As an example, heavy rains and Hurricane Irma hindered work in September by causing erosion at Woolbright.

At the Woolbright site, workers are widening the road from Southwest 18th Street to Southwest Second Street to provide dual eastbound left turn lanes onto northbound I-95. Work also includes widening the I-95 northbound entrance ramp to receive the dual eastbound left turn lanes, and reconstructing the southbound exit ramp to provide a free-flow right turn onto westbound Woolbright.

The Hypoluxo project involves re-configuring the existing Hypoluxo roadway approaches and bridges over I-95 and the CSX railroad tracks, building dual eastbound left turn lanes onto I-95 and widening the existing southbound exit ramp to lengthen the turn lanes.
