The West Palm Beach man’s victims — four of them residents of suburban Palm Beach Gardens — described him the same way: a man with a thick Texas accent who drove up in a pickup truck and wore a cowboy hat. They’d pay him thousands of dollars, often almost the whole payment for the job up front, and would be left with an incomplete house.
