The top-ranked vendor in the South Florida Water Management District’s effort to build digital billboards on district land has filed a federal legal challenge against the district, claiming the district’s decision to scrub the deal was “arbitrary and capricious, if not dishonest and/or illegal.”
Lamar Advertising Co., among the largest billboard companies in the country, said contract negotiations with the district were going well and were nearly completed when the district “inexplicably” sent a single-sentence notice on Feb. 5 that the district had “decided that it is in the best interest to reject all proposals.”
