Budget: The first budget surplus in six years eliminates the need for deep spending reductions and layoffs, but the state’s heavy debt load will limit school construction and road-building efforts. Gov. Rick Scott has proposed a $1.2 billion increase for public schools and modest tax breaks that would trim the state’s corporate income tax by $160 million and eliminate the sales tax on manufacturing equipment. Environmental programs and health care also may gain more cash.
