Rick Scott opened the 2013 Legislature saying that his policies have brought the state back from the economic brink, while he looked ahead to his sternest political test — a two-month battle with fellow Republicans over Medicaid expansion.
In his State of the State speech, Scott urged lawmakers to embrace $2,500 pay raises for teachers and $1.2 billion more for schools, along with a new sales tax break for manufacturers.
