Men hanging out near known prostitutes and convicted prostitutes waving down cars won’t face criminal charges after the 4th District Court of Appeal on Tuesday deemed unconstitutional West Palm Beach’s “loitering with intent to commit prostitution” ordinance.
City commissioners passed the ordinance in 2002. The lawsuit was challenged by Terance Emmanuel Chatman following a 2011 arrest.
