President Barack Obama has pitched for several years a money-saving measure to calculate benefit increases that would result in smaller hikes. The proposal, which is opposed by AARP, the Alliance for Retired Americans and various other groups, has little support among liberal-leaning members of Congress, including Florida Sen. Bill Nelson.
