Riviera Beach faces a possible a multi-million dollar judgment because a federal appeals court reinstated a lawsuit filed by Fane Lozman. He claimed that the city violated his civil rights by having a private investigator follow him, kicking him out of public meetings and having him arrested.
City taxpayers can blame their elected officials and City Attorney Pamala Ryan, whose personal vendetta against Mr. Lozman already has cost Riviera Beach hundreds of thousands of dollars. Even if Mr. Lozman loses at trial, the city still will be out the legal fees. Ms. Ryan, who has advised various councils since the city’s first legal action against Mr. Lozman in 2006, typically hires expensive attorneys to handle matters in court.
