The Town of Palm Beach recently enacted an ordinance requiring the owners of property with known archaeological sites to pay for an archaeological assessment before digging. The ordinance brings the town into compliance with state law. For most people, the ordinance is not controversial. Town Council President David Rosow is an exception.
