Only one issue matters today when the West Palm Beach City Commission considers the third condo proposal for the Chapel-by-the-Lake property: Does the project justify the huge concessions the city would have to grant the developer?
Al Adelson and First Baptist Church, which owns the property, first proposed a 29-story condo that would have been the tallest building in the city. The planning board’s unanimous rejection caused Mr. Adelson and the church to come back with a 25-story tower. The commission gave it preliminary approval, but made clear that final approval would depend on more changes to keep the project from overwhelming the 3-acre site.
