As it turns out, President Obama was right to warn about about the sequester. It took effect March 1, but it began to bite last month. When air travelers felt the teeth and Congress got agitated, though, President Obama did not follow through on his bluff.
To end flight delays caused by sequester-related furloughs of air traffic controllers, Congress let the Federal Aviation Administration move money budgeted to prevent future delays as traffic grows. Instead, Mr. Obama should have used the delays to extract the long-term deal on taxes and spending that the nation has needed since August 2011, when the White House dusted off the sequester — in Washington’s back room since the 1980s — as an alternative to House Republicans defaulting on the nation’s debt.
