A plan being worked out in the U.S. Senate to allow illegal immigrants to become legal residents is gathering momentum, with senators striking what seems to be a smart balance on the largest issue: an eventual path to citizenship.
Details of a bipartisan bill are still being discussed among eight senators, including Florida’s Marco Rubio, but they are said to include a plan that would allow people living illegally in the U.S. to quickly win temporary permission to live and work here. They could become permanent residents within 10 years and citizens in 13.
