One of the six proposed charter changes on the Delray Beach ballot would prevent the mayor and commissioners from being able to evade tough votes.
Currently, the mayor and the four commissioners vote in order. If a commissioner, say, has promised a favorable vote to a developer but knows that the project is controversial, he or she can cast a strategic, misleading no vote if there already are three yes votes.
