Margaret West Bailey, known for providing cookies to American servicemen returning home on troop trains at the end of World War II, died Tuesday at age 98 in Highlands, N.C.
Mrs. Bailey was born in Philadelphia and attended high school and college in Virginia. She and her husband, Bill, lived in West Palm Beach in the 1940s.
