A panel of judges has affirmed a decision the Village Council made last year to revoke the master plan for Equestrian Village, the project that polarized Wellington’s spring 2012 election.
But the judges’ opinion listed several faults in the council’s action, including “an almost cavalier disregard” for local codes.
