Washboard-like bumps and puddles of standing water greet motorists on 40th Terrace North, a dirt road in this city of neatly landscaped streets, gleaming gated communities and upscale shopping malls.
The dirt road runs along a sound barrier wall on the west side of Interstate 95 south of Northlake Boulevard. It serves homes and apartments in a neighborhood annexed into the city in 2002 that looks nothing like most of Palm Beach Gardens.
