Florida’s economy is on pace to top Gov. Rick Scott’s oft-repeated campaign promise of creating 700,000 jobs in seven years — although few experts believe Scott or any other governor possesses the power to drive private-sector hiring.

Florida’s payroll employment has grown from 7.23 million in January 2011 to 7.54 million in August — a jump of 313,400 positions in less than three years.
