In January, federal bank regulators reached an agreement with mortgage servicers to atone for foreclosure-related abuses. The settlement requires the companies to pay $3.6 billion in cash to 4.2 million borrowers who were in foreclosure in 2009 and 2010. Rust Consulting is the company sending out the checks.
